Safe thinking!!!! There is no way a person could bring down a whitetale deer with a round (non-pointy) lead tipped (non-plastic)bullet of same weight going 100-200 fps slower; especially "with proper shot placement and range 100 yards or under".
maybe i am misunderstanding your post, so if i am, i apologize. but it appears that you are claiming that the 300BO is slower than a 30 carbine.
hornady reloading manual, page 606, 30 carbine data. 110gr round nose bullet is listed with a max velocity of 1700fps.
sierra reloading manual, page 918, 300 whisper data. 125gr spitzer listed with max velocity of 2000 fps. OUT OF A 10" BARREL.
i have personally loaded and chronographed 125gr speer bullets out of a 16" barrel 300BO at 2250fps. those were not max loads.
