Magic 21 3/4"

It is a myth. There is no "magic" length. Weight, contour, bore size, bedding, etc, all change any vibrations in a barrel.

If there was a magic length, all rifles would come in that length.

Vibration pattern changes are probably the reason different powders shoot better in different guns. The burning rate changes the pressure curve and so on. Barrel length affects velocity most of all, actually the shorter the barrel the stiffer it is and more accurate. A 20" barrel should be great for a 223, if you look through some of the AR discussions you can learn about 223 velocities in shorter barrels because of the debates about 16" vs 20" barrel lengths common in AR 15 rifles.
