I asked the same question a week or so ago. I even emailed Major Boddicker the maker of Critr Calls and caller extrordanaire. While I was waiting a day or so for his reply I got all my calls out and started playing with them. With the Critr Call Peewee I can get pretty close to a good magpie sound. I just can't do it everytime. I need more practice. Well, a day or so later when I received his email reply he basically told me to do what I had just taught myself. The Peewee is an open reed call with a higher pitch than the standard call. It has a very narrow and very flexible reed. I put my mouth all the way up on the reed and do sort of a hoot, hoot, hoot, hoot. You will get the hang of it and with practice will sound fairly good.
