It wasn't UNTIL 1973 "home rule" Act allowed for a "elected" mayor/government experiment of a region that the founder's honestly did NOT intend for to populated. It was just to be a seat of the government to sit. The whole idea was that NO state / county/ or city could claim to be the national capital.
If it was left up to me I would by force make every one MOVE and then destroy and bar any and all private housing. The exception would be the Corps of engineers would establish two housing dwellings to serve the Congress/and other required persons from another state to work. (yes, they would forfeit ALL of their housing allowance to pay the rent to the Corps of Engineers).
Hotel /Motels would be also restricted to 1 per vendor ie Hilton / Holiday Inn, etc.,
Other Government employees (Supreme Court, FBI, Treasury, Home land Security etc) would be required to live in either VA, MD, or other neighboring states. Period NO exceptions.
In my concept there would not be a population (only Temporary persons elect to terms), there would be a mayor (appointed by the president with Congressional approval for a annual term) and a police/fire department. Shops are OK but no you can't LIVE IN DC unless you are a sitting member of Congress or the POTUS / VP.
so if no permanent residents, just take a wild guess where the homeless would go???? Any where but here is the answer.

Could my statement hold true... well riddle me this. Did not the Federal Government seize a large plantation to bury the Civil war dead? why yes that is Arlington National Cemetery, and whom did they seize that property from Robert E Lee, whom father was a great revolutionary General by the name of "Light Horse" Henry Lee III.
So yes it can be done legally (yes I know that the Supreme court (1882, IIRC the sum was $92.00) did rule in favor of Robert E Lee descendants favor, thus the family was later afford some small compensation for the land grab that violated their 5th amendment rights)
