NM Incentive Tag Mule Deer

How does the same guy get an incentive tag 2 years in a row?

He was killed in Rio Arriba County...haha and to get the incentive tag all it takes is money.Iam not quite sure what he paid but I know they are not cheap.
 
Although I agree that those are awesome bucks, it starts to detract from the trophy qualities when we learn that the same person "Purchased" these animals. If it's true that this is more of an auction than a raffle, and the little guy has no hope in ever having a chance in this hunt. Once again I hold no negative feelings towards the hunter, just can't justify the trophy qualities in this type of hunting. I guess he can point to his game room and say "I paid $150,000 to shoot that buck and $ 123,000 to harvest that buck". I'd rather have a high quality hunt with family and friends and shoot an average 4x4.
 
There are auction and raffle tags that New Mexico does every year with the raffle winner killing an awesome buck as well this year without spending very much money. While I do agree about it being alot of money(I could never afford to go), the proceeds from the tag go back to help with mule deer habitat enhancement and management in the state. He also worked very hard for both of these deer he spent weeks out in the field looking for both of these bucks.
