Dear NRA Member: U.S. Representative Richard Hudson (R-NC) has reintroduced the Constitutional Concealed Carry Reciprocity Act (H.R. 38). Representative Hudson, the longstanding champion of this legislation, along with more than 120 of his colleagues have sponsored this bipartisan bill to provide nationwide reciprocity for concealed carry license holders and residents of Constitutional Carry states.
On Friday, Gun Owners of America published an email reportedly received by one of its members in response to a question to ATF about whether adding a brace to a CZ Scorpion pistol would convert the gun into a short barreled rifle for purposes of the National Firearms Act (NFA).
Last Monday, the U.S. Court of Appeals for the Fifth Circuit – which encompasses Louisiana, Mississippi, and Texas – reversed the conviction of a man under a federal law that prohibits firearm possession by one who is “an unlawful user of or addicted to any controlled substance{.]
In the 2008 District of Columbia v. Heller U.S. Supreme Court decision, Justice Antonin Scalia contemplated potential location restrictions governments could impose on the exercise of Second Amendment rights.
Finland is not great when it comes to regulating guns. Like most of Europe, there are a great many restrictions, such as permit, registration, training, and storage requirements, as well as limitations on the types of guns one may own.

Some elections are won and lost on narrow grounds. But on many of the most important issues of the day, Donald Trump’s policies promise not just to be different from, but the opposite of, Joe Biden’s.
Last week, we reported that an unnamed ATF official, speaking for the agency’s Firearms Industry Programs Branch (FIPB), counseled a gun owner via ATF’s official email that ATF considers all pistols equipped with stabilizing braces to be short-barreled rifles (SBRs).
We haven’t written much about one of America’s most irksome or notorious or galling gun-ban extremists, David Hogg, in quite some time.
In recent years, the United Kingdom has served as a cautionary tale for what can happen when citizens don’t adequately safeguard individual rights - most notably, the right to free speech and the right to armed self-defense.
On January 17, the NRA joined the U.S. Sportsmen’s Alliance Foundation and Safari Club International in filing a lawsuit against the Bureau of Land Management (BLM) over its near prohibition on recreational target shooting on the Sonoran Desert National Monument in Arizona.
Yesterday, NRA filed an amicus brief supporting firearm manufacturers in a case where the plaintiffs allege that the manufacturers’ pro-Second Amendment social media posts caused a third party to commit a horrific public shooting.

Last week, the end of a lawsuit over ATF’s infamous “zero tolerance” policy revealed that the agency had already begun walking back its persecutory approach to federal firearm licensee (FFL) inspections in the waning days of the Biden-Harris administration.
The willingness of some in the U.S. to aid a foreign power in an assault on American industry and Americans’ Constitutional rights is sad and disturbing.

Fifth Circuit Court of Appeals Strikes Down Federal Laws Prohibiting FFLs From Selling Handguns to 18-to-20-Year-Olds
Yesterday, the Fifth Circuit Court of Appeals held that 18 U.S.C. §§ 922(b)(1) and (c)(1)—which together forbid Federal Firearms Licensees from selling handguns to 18-to-20-year-olds—violate the Second Amendment.

Beyond the obvious jettisoning of the most anti-gun administration to ever occupy the White House, we saw the anti-gun director of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) decide to quit prior to Trump’s inauguration.

Lawmakers in Illinois have a long track record of irrational gun bans and restrictions based on the idea that public safety is best served by disarming criminals and law-abiding citizens alike, even if that means putting innocent individuals at a heightened risk of injury and death.
Today, the National Rifle Association, along with the Gun Owners’ Action League, Commonwealth Second Amendment, Firearms Policy Coalition, Second Amendment Foundation, Gun Owners of America, and an individual, Mack Escher, filed a lawsuit challenging Massachusetts’s prohibition on the possession and carry of handguns and semiautomatic firearms by adults under 21.
U.S. Representatives Riley Moore (R-WV-02), Richard Hudson (R-NC-09), and Andy Barr (R-KY-06) have introduced H.R. 1181, the Protecting Privacy in Purchases Act. This crucial legislation would prohibit credit card companies from tracking constitutionally protected purchases like firearms and ammunition.
U.S. Representative Rob Wittman (R-VA-01) recently reintroduced H.R. 556, the Protecting Access for Hunters and Anglers Act. This bill would prohibit the Secretary of the Interior and the Secretary of Agriculture from arbitrarily banning the use of traditional ammunition on federal land or water under the jurisdiction of the Department of the Interior and the Department of Agriculture.

“Lawfare” is the misuse of the legal system to damage political or business opponents, either through frivolous lawsuits in which the cost of defending becomes too much to bear or through the pursuit of political objectives via decrees from ideologically aligned courts.
As NRA-ILA pointed out last week, the U.S. Supreme Court’s landmark ruling in New York State Rifle & Pistol Association v. Bruen (2022) has prompted a long-overdue reappraisal of the federal law as it pertains to who can be barred from possessing firearms consistent with the Second Amendment.
A few weeks ago, we noted that anti-gun activist David Hogg wanted to be a Democratic National Committee (DNC) vice chair. We suggested caution be exercised before the DNC put an impulsive, often ill-informed individual with little real-world experience in such a prominent position, especially considering he would be given direct access to steering Democrat policy and public perception.

Amid the push for national concealed carry reciprocity legislation, gun control opponents continue to insist that concealed carrying has no public safety benefits and that lawfully armed civilians simply escalate the risk to first responders and others nearby.
Following its landmark loss at the U.S. Supreme Court in New York State Rifle & Pistol Association v. Bruen (2022), which made clear law-abiding citizens have a right to bear arms outside the home for self-defense, New York continues to thumb its nose at the Second Amendment.
For far too long, the Second Amendment could be referred to as the Rodney Dangerfield of the Bill of Rights. Within many circles of so-called civil rights advocates, it simply got no respect.
Unconstitutional actions from the Biden administration must be rolled back or terminated
Today, the National Rifle Association filed an amicus brief urging the U.S. Supreme Court to hear a challenge to New York’s “Concealed Carry Improvement Act.”
In a case to be argued on Tuesday before the Supreme Court, the Mexican government is suing American firearm manufacturers over cartel violence south of the border.
The Chairmen of the House and Senate Committees on Veterans’ Affairs, U.S. Representative Mike Bost (R-IL-12) and Senator Jerry Moran (R-KS), as well as Senator John Kennedy (R-LA), have reintroduced the Veterans 2nd Amendment Protection Act (H.R. 1041/S. 478).

Yesterday, the U.S. Supreme Court heard oral arguments in a case in which the Mexican government is attempting to hold members of the U.S. gun industry financially liable for drug cartel violence south of the border.
Jeff Bezos, owner of The Washington Post, recently announced to the staff of the newspaper that the publication’s opinion section would henceforth be advocating for “personal liberties and free markets” without contradiction. “I am of America and for America, and proud to be so,” Mr. Bezos said, according to a New York Times account of the announcement.
Several years ago, a seven-year-old boy was suspended from school for chewing his breakfast pastry into the shape of a gun and pretending to fire it at his second grade classmates. A school official stated the child had “used food to make inappropriate gestures that disrupted the class.” Only after his parents hired a lawyer and pursued legal proceedings was the matter finally settled, some three years later.
In 2023, New Mexico Governor Michelle Lujan Grisham issued an executive order declaring gun violence a “public health emergency” and banning the carry of firearms in various locations throughout the state.
On February 26, the Third Circuit denied a petition for rehearing en banc in Lara v. Paris. That case involves a challenge to Pennsylvania’s law banning 18-to-20-year-olds from carrying firearms during a state of emergency.
On March 5th U.S. Senator Mike Lee (R-UT) and U.S. Representative Mark Green (R-TN-07) sent a letter to Secretary of Commerce Howard Lutnick urging him to rescind an interim final rule (IFR) that the Biden Administration promulgated in an effort to hamstring the domestic firearms industry.

In a turnabout worthy of Invasion of the Body Snatchers, The Washington Post (WAPO) published an editorial last Tuesday criticizing the gun control movement for ignoring the Protection of Lawful Commerce in Arms Act (PLCAA) and pursing its agenda in the courts.
Last week brought yet another installment in the ongoing saga of The Washington Post’s (WAPO) pivot toward “individual liberties and free markets” in its opinion section.
It’s been some time since we have talked about one of the oldest, most extreme anti-gun organizations, the Violence Policy Center (VPC). Back in 2022, we noted the organization wanted then-president Joe Biden’s administration to reclassify millions of handguns, such as Glocks and others of similar design, as machineguns.
Just three months ago, Canada’s Liberal government announced that an additional 324 so-called “assault-style” firearms had been added to the list of banned guns established under then-Prime Minister Justin Trudeau in 2020.
Since the spy movie genre exploded during the Cold War, Hollywood has depicted firearm suppressors in a manner divorced from reality, idealizing them as a tool used by stealthy assassins to kill while remaining whisper quiet. Even today, as Hollywood churns out one movie, mini-series, and streaming series after another about elite soldiers, they maintain the fiction of the so-called “silenced” gun. While entertaining, the mythologized depiction of firearms suppressors is hardly truthful.
On March 11, the Supreme Judicial Court of Massachusetts issued two decisions concerning the Commonwealth’s firearms carry licensing scheme for nonresidents.

On March 20, the U.S. Department of Justice (DOJ) published an interim final rule entitled, Withdrawing the Attorney General’s Delegation of Authority. That bland title belies the historic nature of the measure, which is aimed at reviving a provision of federal law that could, for the first time since 1992, allow federally prohibited persons to petition for restoration of their Second Amendment rights.
Firearm prohibitionists reacted with anger and outrage last week to learn that the Trump White House had ordered the removal of former Surgeon General Vivek Murthy’s anti-gun tract, Firearm Violence: A Public Health Crisis in America, from the official Department of Health and Human Services (HHS) website.
Australia implemented a firearm ban and mandatory confiscation in 1996 pursuant to the National Firearms Agreement, in which nearly 700,000 privately-owned firearms were turned in to the government and destroyed.
According to a recent report from Israeli newspaper Haaretz, Iranian-linked hackers were able to penetrate Israel’s databases containing sensitive gun owner data and leaked the information online in early February.
Today, the National Rifle Association and California Rifle & Pistol Association filed an amicus brief in a challenge to Illinois’s law prohibiting concealed carry licensees from carrying firearms on public transportation unless those firearms are unloaded and secured—essentially rendering them useless for self-defense.
The House Judiciary Committee, led by Chairman Jim Jordan (R-OH-04), is planning to hold a legislative markup on March 25, 2025 at 10 am EST. The Committee will be considering several bills during this markup, two of which are of crucial importance to law-abiding gun owners. A committee markup is often a critical step in advancing legislation to the floor of the U.S. House for passage.

On March 26, in a 7-2 decision (with Justices Clarence Thomas and Samuel Alito dissenting), the United States Supreme Court upheld a Biden administration gun control rule on what constitutes a “firearm” under 18 U.S.C. § 921(a)(3), the federal Gun Control Act of 1968 (GCA). The case is Bondi v. VanDerStok (formerly, Garland v. VanDerStok), and the Final Rule, published at 87 Fed. Reg. 24652, is entitled “Definition of ‘Frame or Receiver’ and Identification of Firearms.”
The United States Supreme Court, in its landmark Bruen decision recognizing a right to carry in public for self-defense, did not foreclose shall-issue licensing as being consistent with the Second Amendment.
On March 27, President Donald J. Trump signed a wide-ranging executive order titled, “Making the District of Columbia Safe and Beautiful.”
Today, the U.S. House Natural Resources Committee held a legislative hearing on H.R. 845, the Pet and Livestock Protection Act, sponsored by Representative Lauren Boebert (R-CO-04) and co-led by Representative Tom Tiffany (R-WI-07). This NRA-backed legislation would restore a 2020 Department of the Interior final rule to delist gray wolves from the Endangered Species Act (ESA), so management activities may be determined by the affected states using the best available science.
Congress is weighing two major gun rights bills, including one for nationwide concealed carry reciprocity
On Tuesday, March 25, 2025, the House Judiciary Committee held a markup for several bills, including two NRA-backed bills. With this crucial step in the legislative process now complete, these pieces of legislation can now be considered by the full U.S. House of Representatives.
Certain parts of the world—sadly, without any specifically recognized right to arms—have been moving closer to accepting the fact that firearms in the hands of law-abiding citizens is not the inherently dangerous concept promoted by anti-gun extremists.

On April 1, the Trump administration announced wide-ranging reforms to the embattled U.S. public health bureaucracy. According to an article from Politico, part of the reform effort is a “reduction in force that aims to cut 10,000” federal employees under the Department of Health and Human Services (HHS).
Providing firearm safety training opportunities to school-aged children is not a novel concept, although utilizing legislative solutions is a newer approach to this old idea. Prior to the 1970s, it was quite standard nationwide for schools to provide variations of firearm or hunter-related safety courses as part of their curriculums. Unfortunately, a trend emerged of polarizing politics over educational merit, and most formalized firearm safety educational opportunities for our nation’s youth had been extinguished in schools by the early 2000s.
Last week, U.S. Senator Cory Booker (D-N.J.) took to the Senate floor so that he could complain about President Trump and Elon Musk. He went on for over 24 hours. One can speculate as to why he felt it necessary to waste the time of lawmakers when everyone with even a passing familiarity with today’s political climate is painfully aware that virtually every Democrat in Congress is committed to opposing Trump and his policies.
Today, the National Rifle Association of America (NRA), together with the Firearms Policy Coalition, Second Amendment Foundation, Colorado State Shooting Association, Magnum Shooting Center, and an NRA member, filed a lawsuit challenging Colorado’s 6.5% excise tax on the retail sale of firearms, firearm precursor parts, and ammunition.
Yesterday, the National Rifle Association and Second Amendment Foundation filed an amicus brief urging the U.S. Supreme Court to grant certiorari in a challenge to the District of Columbia’s ban on the possession of magazines that hold over 10 rounds.
On April 1, 2025, Representative Ashley Hinson (R-IA-02) and Senator Tom Cotton (R-AR) reintroduced the Repealing Illegal Freedom and Liberty Excises Act, or the RIFLE Act. These bills (H.R. 2552 and S.1224 respectively) would remove a $200 excise tax that is imposed on law-abiding gun owners when they purchase certain firearms and accessories that are governed by the National Firearms Act.
Last week, U.S. Senator Jim Risch (R-ID) and U.S. Representatives Darrell Issa (R-CA-48) and Richard Hudson (R-NC-9) reintroduced the Freedom from Unfair Gun Taxes Act (S.1169 and H.R.2442 respectively). This legislation would prohibit states from levying excise taxes on firearms, ammunition, and components.

Last week, the U.S. Department of Justice (DOJ) formally announced the creation of a Second Amendment Task Force with Attorney General Pam Bondi declaring, “It is the policy of the Department of Justice to use its full might to protect the Second Amendment rights of law-abiding citizens.”
It’s been only a few years since the San Francisco Board of Supervisors passed a resolution calling the NRA a “domestic terrorist organization.”
The United Kingdom (UK) has a long history of exerting control over its subjects, especially when it comes to depriving them of arms. It also has a weird history, albeit a shorter one, of an apparent dislike of Japanese culture when it comes to arms.
On April 7, the Trump Administration formally revoked the Biden-Harris Administration’s “zero tolerance” policy for inspections of federal firearm licensees (FFLs). The edict ended a bureaucratic reign of terror that was costing small business people their livelihoods over harmless clerical errors in the voluminous paperwork that accompanies regulated gun sales. Also announced were a review of two anti-gun administrative rules from the prior administration, one on the status of braced pistols under the NFA and another on who is required to become an FFL to sell guns. These moves continue the rollback of anti-gun policies perpetrated under Biden-Harris and signal a significant, pro-gun shift by the Trump Administration.

On April 16, Director of National Intelligence Tulsi Gabbard made good on a promise to expose the ways in which the Biden administration had weaponized the federal government against its political adversaries by releasing the Biden-era “Strategic Implementation Plan for Countering Domestic Terrorism” (SIP).

On Monday, April 21, the U.S. Supreme Court declined to review an appeal from the state of Minnesota in Worth v. Jacobson, allowing to stand an Eight Circuit ruling declaring that a ban on obtaining carry permits by 18-20 year olds is unconstitutional.

An observer of American political discourse can’t go anywhere these days without being bombarded by reproachful references to the importance of “due process.”
On April 30, Sen. Adam Schiff (D-Calif.) introduced the so-called “Assault Weapons Ban of 2025.” Picking up where his predecessor Dianne Feinstein left off, Schiff’s legislation would ban commonly-owned semi-automatic firearms, such as the AR-15.

This legislation removes short-barreled shotguns from the National Firearms Act so that they will be treated the same way as any other shotgun under current law.
On April 28, 2025, Representative Sheri Biggs (R-SC-03) introduced the Protecting the Mailing of Firearms Act (H.R. 3033). This legislation will remove the arbitrary prohibition on the mailing of handguns and ammunition via the United States Postal Service (USPS). For years, major common carriers have placed increasingly burdensome restrictions on shipping firearms, ammunition and common firearm accessories at the behest of anti-gun extremists. At the same time, the USPS prohibits the mailing of handguns and ammunition.
Yesterday, the National Rifle Association joined an amicus brief, along with the Allegheny County Sportsmen’s League, Firearms Owners Against Crime – Institute for Legal, Legislative, and Educational Action, and Second Amendment Foundation, filed in a “ghost gun” case before the Pennsylvania Supreme Court.
Today, the National Rifle Association joined a coalition of pro-Second Amendment organizations—including the Second Amendment Law Center, California Rifle & Pistol Association, Delaware State Sportsmen’s Association, Hawaii Rifle Association, Gun Owners of California, Second Amendment Defense and Education Coalition, Federal Firearms Licensees of Illinois, Minnesota Gun Owners Caucus, and Operation Blazing Sword–Pink Pistols—in filing an amicus brief urging the U.S. Supreme Court to hear a challenge to Hawaii’s law forbidding carry on private property open to the public without the property owner’s express consent
