In a rifle that the cartridge OAL is restricted because of Magazine length. Do others reload cartridges to reliably function in the magazine. Then just stick to that measurement even when switching to a bullets? What I'm trying to ask is a bullet that is shorter then the ogive would be longer. You get what I'm asking. I don't like my description. Here is a real life example Nosler ballistic tips are a long bullet. If I load them to magazine function there is a good jump to lands. The same weight bullet in a Midway dogtown hollow point is considerably shorter and could be refigured to be closer to lands and still function in the magazine.
