The Jagd folks are usually wanting to make their Jagds smaller and more tractable by adding Fell. Basically, they want a dog that hunts like a Jagd but handles like a Fell. This can be done without the cross, IF you have access to enough dogs, but since both the Jagd and Fell gene pools here in the U.S. are rather small, its usually quicker and easier to cross and hope the traits your looking for line up.
