What I know as the warning bark is a series of rapid monotone barks. They ususally do this while laying just below the rim of the hole. Usually all you see is an eyeball.
What I know as the all clear is a bark followed by a whistle. Usually you will see them way off in the distance and they jump up on their hind legs and throw their head back while doing this sound.
Both sounds are easy to duplicate with a predator call with a coaxer voice. I've used these for calling coyotes around a PD town. Never have tried it while shooting prairie dogs though. I don't recall it ever being "all clear" when I was shootin em.
I 've heard that if you take 3-4 small 2x4s cut to about 8 inches and stand them up out on a few mounds that dogs will tend to come out more. They think their buddies are coming out I guess.
The administrator at California Predators Club uses a Foxpro Coaxer to call ground squirrels up from their holes for a shot. (Even though it's illegal in CA.) I imagine the "all clear" sound would work too, although I've never tried it.

WOW, I was about to take my foxpro out to the ground squirrel field near me. Guess it stays home and I lay there till I see one like I have been doing.
He admits he uses electronic calls for ground squirrels, but then he says it wasn't in CA. Yeah right.
This one below is where he describes in detail using his Foxpro Coaxer in CA to call up and kill a ground squirrel in his yard, which is completely illegal.
