Problem mountain lion & freemont foot snare?

Hey guys i have a friend who is the wildlife management officer for a small park here in saskatchewan with a cougar problem!! There have been numerous sightings of the animal around populated areas and it has to be dealt with, hopefully without any harm to both parties.

How do i bait using the freemont foot snare?
Will the foot snare damage the cougars paw(S)?
