They do make a tool to square up the tips of Hollow point, I have no idea if you can set them for how ever much you want to take off or not. Might be better than drilling out.

The Blitzkings share the same jacket as the Matchkings in .224. No problems there.
 
i have shot over a 1000 coyotes with seirra and hornady 52.gr.HPBT match bullets with pretty good results.and they do open up.i use bergers now with better results,mostly out of my 17. rem.25.gr
