Remington 260 Build

A 260 on a LA receiver has it advantages...it works nice when you seat those long 6.5mm bullets out near the lands. All that said, if it were me I would use that 700 you have in 243 and not think twice. I would personally never build a custom rifle on a Savage, but that is me. You asked the steps so it should go something like this...

1. Get an action {700 you already have saves $400-$450}
2. Get a trigger {Timney, Jard or Rifle Basix $125 +/-}
3. Get a barrel {Shilen, Douglas or Pac-Nor {Nice barrels $250-$300} Krieger, Bartlien or Obermeyer {Better $400-$550}
4. Stock {your choice $125-$500} For a hunting rifle I like the Boyd's Prairie Hunter for $125.00
5. Gunsmith to barrel it, set the trigger and glass bed the stock {$400-$600 +/-}
6. Scope {again, your choice but in your price range I would look at maybe a Nikon Monarch, cant go wrong for the money $500-$700}
7. Rings and bases $100

I use Lake City military 7.62X51 resized, neck turned and annealed for all my brass. Factory stuff is O.K. You will really like your choice of caliber, the 260 is very accurate, not prone to a lot of wind effect and a cold stone drop dead right now killer because of that long bullet. Good luck.

Edit: as far as other 6.5 calibers go I don't know of any oddballs that have expensive brass having enough of an advantage shooting or hunting over the 260 so as to make them worth the extra money/aggravation. 260 brass, as above is a simple matter of running 308 thru the size die. It comes up slightly short at the mouth, but that doesn't affect anything.
