Ruger Mini 14

I had a mini that i got to shoot 1.5 moa consistantly, I ordered a muzzle break from midway and the put a "piece of seat-belt" in between the break and the barrel. Viola! harmonic dampening and it was plenty accurate for hunting yotes out to 200 yds.

Dont let the " ar only" crowd get to you, I have a bushy varminter that shoots great but the mini could be used as a paddle, shoved in the mud, and when you pull the trigger it still goes bang...they are tough as nails.

you can also glass bed the mini, bit more involved that bedding a bolt but it can be done and it also can make it more consistant.
 
I have the mini 14 target model and it shoots easily under an inch with a 3x9 and the stock trigger at 100yds.

I paid 700.00 plus tax here in Wisconsin.
