U.S. taxpayer dollars flow from congressional appropriations through USAID and the State Department into two primary distribution hubs. NED operates on a $362 million annual budget with $1.6 billion in active grants across 90+ countries, while CEPPS has received over $2 billion since 1995 and captured 66% of all USAID election-related funding by 2021. CEPPS functions as a pass-through entity—receiving 100% of its funding from USAID and distributing it to IRI (31%), NDI (41%), and IFES (28%)—with no direct employees or operations of its own. Internews, the media-focused arm, operates on a $124 million budget with $94 million from taxpayer sources. Federal records reveal cross-funding between ostensibly opposing organizations: NDI has granted $1 million to IRI, while both receive parallel streams from the same federal appropriations. From 2015 to 2021 alone, CEPPS distributed $799.7 million in federal funds.

These eight organizations—born of Cold War strategy and sustained by billions in annual taxpayer funding—now operate with virtually no public oversight despite their influence on elections, media and governance in over 100 countries.

It’s time to cut them loose from the American taxpayer.
