Shiny ring at the base of the brass???

Brass looks normal. Regarding the hard bolt clossure, if the bolt lifts easily after firing a round I would make sure your lug recess is clean and check bolt lugs to make sure they have proper lube on them and are not galled from running dry.
 
Looks to me like it is the point where your fl sizing die stops during the sizing process. If your bolt is stiff when opening, then you probably do not have your die set low enough or maybe your cases are too long. Just suggestions.
