Small electronis calls?

If you are close enough to the coyotes you are calling, and do your part getting in un seen, heard, or smelt, then yes they can call coyotes. But they are not long range calls. They may be best used with a hand call. Start off with a hand call and then switch to the small e-caller to draw the attention away from your position (provided it is a remote unit like the JS Attractor).
 
The HS Attractor is, in my opinion, worth the few bucks you pay for it. Johnny Stewart sounds are hard to beat. Very low volume compared to the big boys, but as a tandem to a big call or hand calls, it's well worth $35 bucks. It'll even do fine in confined areas all on its own. I've heard a few others and am not especially impressed. (I own a couple very expensive callers too.)
 
The attractor is good for calling tight cover ,ITs hard to beat especialy when your not wanting to blow the trees down with volume.
