Submissive female coyote sound?

When is the appropriate time for this sound; and for female whimpers?

If I reply to a challenge bark with either one, what's that telling the aggressive coyote? Is it going to make it more inclined to come in or is it going to say, "Ok, I hear you don't like me here and I'm going to leave now" and make the aggressor less likely to come in?
 
The only coyote I have called in close enough for a shot this year was with the Primos female whimper. I went out about an hour before dark and used a flextone rabbit call for a little bit and nothing. After that I decided to give the female whimper that I just bought that day a try. Im a rookie to coyote hunting, but followed the instructions on the whimpers box. After about an hour total of calling every few minutes I had one come in right before dark. I never got a response or heard any howls but this coyote came straight for me. I usually wouldnt sit this long, but I wouldnt have had time to get anywhere else before dark. Just what worked for me.
