The FWC doesn't pay much. Their officers are either real dedicated or can't do much else. That officer said,"they have always been here." Not true, they were not even in central FL in the 90's, and just coming into NW FL in the early 80's.
Government has gotten to the point that it doesn't solve problems because it is the problem. I think sometimes that some departments go to great lengths to hire people that have no prior knowledge of the area they will be working in.
If a predator learns that an easy food source is in a certain location, they will continue returning to that location. That's a fact. They will also teach their offspring the same.
