What is the best CA legal AR15?

im in the market for one, and i don't know if i should buy a fully built one, or have one built up from the legal lower receiver?

any suggestions on what company
any info will help
 
I have a Fab-10 that I'm happy with. I was looking at a california legal one at the costa mesa gun show a while back made by bush master, their are probably many others.
