What type of glue for plastic and horn?

5 minute expoxy will work well if you get the right type. Some are not suitable for plastics. The packaging will tell you what they are suitable for.
 
I found that JB Weld two part epoxy is great. You have a few minutes to get things set. I let my stuff dry overnight, and it is as hard as metal the next day. You can still drill, file, and sand it. Good stuff for calls; bonds well to plastic, horn, and wood.

Amen to the JB Weld. I have also used a two part epoxy used on golf clubs, glue bond can be heated with a hot air gun to release. Be (careful) temperature needed to release may deform the plastic you are using.
 
I even used JB Weld to build up a big area in a wood stock I was using to sporterize an old Enfield. After I built up the area, I used a drill and grinding wheels followed by sandpaper to shape it. It's taken the pounding of at least a thousand rounds of surplus ammo, and hasn't budged. Amazing stuff.
