I am assuming that we are talking daylight hours here. Whether they will cross a public road to come to your calling depends on your area, and how much hunting pressure your coyotes endure. Here in western Iowa, it is pretty rare for a coyote to come across a road to my calls in day time. I have seen it once, but I had camped near a gravel road all night, so there was no sound of a vehicle stopping along the road recently. I used howls at first light, and had a coyote come out onto the road. She challenged me several times as she walked up that road towards me. Very exciting, and very rare around here.
