The word report, generally means that you must look up applicable resources on the subject. IE-Footnotes in your report to studys that have been completed, congressional moves, and the presence of the pro-wolf/anti-wolf coalitions and how that in turn affects the de-listing.
Since this subject matter can be very "personal" or strictly the "facts," one must decide what type of report is this going to be? Is it going to stand on the pro-wolf or anti-wolf side? Is it going to show both sides? With most reports you generally get a view point on the writers beliefs...a good report will show both sides and let a educated person make their own decision based off of that.
You can spend hours googling, library, speaking with your local Fish and Game and reading the reports that have been completed over the years. You must do all of that in order to get a good reports message out.
