This pair, there are hills within a few hundred yards. But they aren't bedded down on the downwind side of them. Very common for them to bed in the flattest, most wide open spots in my AO.
A different pair I rousted off their beds. Again, in the flattest, most wide open spot, with hills within a quarter mile they could bed on the downwind side of if they chose too.
