Couple ideas on the stock. On one of my 10/22's I actually cut off the barrel band area and re-profiled the tip. I did mine at a slight backward angle but I've seen it done about any way imaginable. It worked but IMO made the stock look short and stubby although more than acceptable with a short barrel. Another option I've seen is to sand the thicker area behind the band down so the forend matches they area of the barrel band. This makes for a slimmer longer stock.

After looking at your pic again it would be simple to make a new barrel band outta some strapping (copper, aluminum, etc). I always liked the looks of a carbine (10/22, M1, etc) with a barrel band and thought a bull barreled, banded carbine would look cool. If made right it wouldn't contact the barrel.
