Though not ideal, you will probably like it just fine for that purpose due to the great eye-box that particular Leupold has. However if asked my opinion, I would also have to say they are best on heavy rifles and for colony varmint.
As far as the turret goes, it sounds like you are explaining the CDS dials and yes, those dials are range and load specific.
The scope I think you are talking about comes with MOA specific turrets which are 1/4 moa per click but may be available with a CDS elevation dial through the custom shop. Don't know for sure, I'd have to do some research.
If it were my .243 and called coyotes were the target, I'd go with a 3.5x10x40 VX-III, standard duplex w/CDS dial......Just sayin'.
