The basic premise that the reason for cutting a barrel down is to make it shoot a "street-sweeper" pattern, is flawed. Unless you are cutting off a choke constriction, the only pattern difference you will make by chopping a barrel is in the distance from the muzzle to the target.
In other words, if you cut two feet from the barrel, the pattern will be the same size at 18' (from you) as it was at 20' before chopping. That's because, while the target is still the same distance from you, it's 2' further away from the muzzle. Not a big difference in pattern size at all.
The reason sawn-offs were made illegal is because they are easily concealable. Sawn-off rifles are illegal too, and they have NO spread, LOL.
