Back when the Westboro Baptist Church was showing up at the funerals of service members killed in the GWAT and creating an ugly disturbance they threatened to come to our county for the burial of a young Marine. The Sheriff of our county said pretty much exactly what the Idaho Attorney General said above. The Sheriff here followed the laws governing such and established a place of suitable size for the dipchits to protest and promised that if they followed the laws they would be allowed to protest there safely. I say safely because friends of the Marine's family told Westboro in clear terms the risk they were taking if they came here and showed their azz. While promising safety, the Sheriff also promised if they broke the laws and disrupted the service they would be arrested and charged to the fullest amount allowed by law. Well, the protesters didn't show up.

So far so good, right? Westboro sued the Sheriff personally in a federal civil court under the guise that they were afraid to come protest here because they felt threatened they would be arrested. And they won. They sued the Sheriff personally and he had to pay the fine from his own finances. Unbelievable what a liberal judge can do. BTW, the citizens of the county established a fund to reimburse the Sheriff and within 24 hours he was repaid the fine amount. Lots of good decent folks here. It is so good to see the pendulum swing the other way now after this country has been on tilt status for so long.
