Silly coyote hunting laws

I don't think they do. Here is the reg:

Hunting License

A hunting license is required of any person, regardless of age, who hunts any animal, bird, frog or turtle in Texas (except furbearers, if the hunter possesses a trapper's license.) See Hunting Licenses and Permits.

No license is required for nuisance fur-bearing animals, depredating hogs or coyotes.
Non-residents under 17 years of age may purchase and hunt with the Youth Hunting License.

I believe you must have a reason to kill a coyote under these regulations (i.e. killing livestock). I'm sure any game warden wouldn't care about killing a couple coyotes.
 
Recreational calling of coyotes or hunting hogs that aren't causing damage would require the non-resident to purchase a license. I'm sure one could try to play the word game, but not me. I've hunted a lot in Texas and never thought arguing with a warden about whether the coyote or hog I shot was a nuisance animal was worth the $45 it costs to just get the license and KNOW I'm legal.
