Kinda sorta.. ( Im sure a lot of EXPERTS will chime in and tell everyone that Im wrong on this matter....lol)
Say you buy JUST at action...$900 A barrel is say $400..thats say $1300...a trigger is say another $200 ( I think your going to get the pic here...) BUT a barreled action with the trigger installed and set at "X" pounds...chambered to your caliber is "about $1350". See what Im getting at? The pkg is always less $$ that the individual items combined.
Another thing. Lets say you buy new a M700 action...and you send it to the smith and he "blueprints" is...does all the goodies to it to make it perfect....lapping the bolt to re-cutting the threads for the barrel...everything.
Action costs $625-650....PLUS 200-250 for the blueprinting. Now compare that to the cost of an action that "typically" is made of better material..definately machined to tighter tolerances and doesnt require the man hours to "blue print it"...and you got about $75 difference!!!!
As far as a full "blueprint" on a M700,it will never happen on my end. Just a squareing and lapping is plenty for what I'm doing. Proly never tell the diff, however I'm not shooting BR.
Maybe I'll spring for a custom action someday, they do look nice. Right now most all my mad $$ is going to pay for an Alaska trip !

I understand what your saying but here is one that caught me by suprise. Guy on the BB was having trouble with his gun shooting..??..I think it was left. He and a Smith thought the holes in the receiver werent drilling into it properly. ( Making a long story short here) Another smith rebarreled it and thats when it was discovered the factory barrel wasnt installed properly and was in the receiver crooked.
There is a 6 part series on U-Tube about building a custom rifle. he uses a Stiller.
